It was created to celebrate the dedication of Clark Kelley as a long-time ProStart judge and supporter of ProStart. Clark had a knack for connecting with students and making safety and sanitation a high priority. This award was presented to the culinary team with the highest safety and sanitation score. Sturgis Brown High School was selected for the award. &amp;nbsp;Team members were Kurtis Capp, Xandria Goodall and Ashlyn Larson. They were instructed by Mica Sulzbach-Bataille&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;The competition kicks off Monday, March 9th, at the Ramkota Hotel and Convention Center in Pierre, with the cake decorating competition beginning at 2:00pm. Cake decorating, restaurant management and culinary competitions will continue at 8:45am Tuesday, March 10th. Teams awarded top honors at the state competition will receive scholarships and advance to the National ProStart&amp;reg; Invitational in Baltimore, MD.&lt;/p&gt;

&lt;p&gt;ProStart&amp;reg; is a two-year high school program that develops students into restaurant and hospitality leaders. Curriculum and real-world experience converge at the South Dakota ProStart&amp;reg; Invitational, where 60 participants will take part in fast-paced competitions, demonstrating skills in culinary arts, restaurant management, and cake decorating.&lt;/p&gt;

&lt;p&gt;&amp;ldquo;ProStart&amp;reg; is an excellent way for us to invest in South Dakota&amp;rsquo;s future industry leaders,&amp;rdquo; said Retailers Association Exec. Dir. Nathan Sanderson. &amp;ldquo;Our students are highly skilled and graduate workplace ready.&amp;rdquo;&lt;/p&gt;

Our small businesses, restaurants, and grocery stores see it every day in customer traffic, hiring decisions, and supply costs. Small business owners recognize that when South Dakotans do well, Main Street does well. That&amp;rsquo;s why South Dakota Retailers support responsible economic development.&lt;/p&gt;

&lt;p&gt;Certainly, not every project is worthy of Tax Increment Financing or a sales tax rebate. We want economic development tools to create investment where projects would not otherwise take place. This is responsible economic development.&lt;/p&gt;

&lt;p&gt;South Dakota&amp;rsquo;s limited economic development tools have helped create good-paying jobs, reduce property tax burdens, and enhance our communities through new projects and expansion of existing businesses. The rhetoric from some politicians who use the term &amp;ldquo;economic development&amp;rdquo; as a pejorative is wrong-headed and frankly, dangerous.&lt;/p&gt;

&lt;p&gt;It reminds me of something my brother has often told me. He works in beef nutrition and says that too many folks don&amp;rsquo;t understand the difference between cost and value. Feeding a particular additive may increase a cattle ration&amp;rsquo;s cost, but if the return is greater than the investment, it&amp;rsquo;s worth it. That&amp;rsquo;s the case with the vast majority of economic development projects &amp;ndash; they create much more value than they cost.&lt;/p&gt;

&lt;p&gt;Retailers also understand competition. Just as businesses compete for customers, states compete for new projects. When projects locate in other states because we reject responsible economic development, good-paying jobs go elsewhere. This hurts small businesses, workers, and communities. It&amp;#39;s the opposite of &amp;ldquo;rising tides raise all boats.&amp;rdquo;&lt;/p&gt;

&lt;p&gt;Families thrive when individuals are working. Main Street thrives when working families shop locally. Communities thrive when small businesses are successful. And small businesses thrive when we embrace responsible economic development.&lt;/p&gt;

&lt;p&gt;Economic development is not about choosing winners and losers. It&amp;rsquo;s about generating new value that&amp;rsquo;s far greater than the cost.&lt;/p&gt;

The Retailers Association is continuing that tradition in 2026.&lt;br /&gt;

The application period for the 2026 scholarship cycle is now open.&lt;br /&gt;
&lt;br /&gt;
Nathan Sanderson, South Dakota Retailers Association Executive Director, says the&amp;nbsp;Association is looking for students who are gunning for business ownership or management in&amp;nbsp;South Dakota.&lt;/p&gt;

&lt;p&gt;&lt;br /&gt;
&amp;ldquo;We know our communities are stronger when they have healthy businesses,&amp;rdquo; said Sanderson.&lt;br /&gt;

&amp;ldquo;Our goal is to help build strong business minds that help build strong business communities.&amp;rdquo;&lt;br /&gt;

Throughout the history of the program, the Retailers Association has awarded more than&amp;nbsp;$270,000 to 285 students. Last year, the Retailers awarded $16,500 among five students.&lt;br /&gt;

&amp;ldquo;We continue to see an increasing impressive applicant pool,&amp;rdquo; said Chris Verhoek, Association&amp;nbsp;Board Scholarship Chair and owner of Country Corner in Estelline. &amp;ldquo;There&amp;rsquo;s a lot of young talent&amp;nbsp;in South Dakota and that certainly points to a positive future for the industry.&amp;rdquo;&lt;br /&gt;

&lt;br /&gt;
South Dakota voters recognized the clear shortcomings of IM-28 and rejected it, with almost 70 percent&amp;nbsp;voting NO.&lt;br /&gt;
&lt;br /&gt;
When problems with IM-28&amp;#39;s language were pointed out, Weiland repeatedly stated that any drafting&amp;nbsp;errors could be corrected by the legislature.&lt;br /&gt;
&lt;br /&gt;
At a Brookings City Council meeting in September 2024, he said that &amp;quot;if there are some tweaks that&amp;nbsp;need to be made, they can be made at the legislative level.&amp;quot;&lt;br /&gt;
&lt;br /&gt;
During a SDPB issues forum at Dakota Wesleyan University, he said if the legislature needs to ensure&amp;nbsp;the language is correct, &amp;quot;that&amp;#39;s a technical thing, they can clarify that.&amp;quot;&lt;br /&gt;
&lt;br /&gt;
At a discussion hosted by Yankton Thrive, Weiland - amazingly - claimed that &amp;quot;the bottom line is, it&amp;#39;s up&amp;nbsp;to the legislature to figure it out, not the writer of that initiative&amp;quot; and &amp;quot;if there are some clarifications that&amp;nbsp;they want to make, they can go ahead and make them in the next legislative session.&amp;quot;&lt;br /&gt;
&lt;br /&gt;
Now he is circulating a Constitutional Amendment that would prohibit the legislature from amending a&amp;nbsp;ballot measure for SEVEN YEARS after its effective date.&lt;br /&gt;
&lt;br /&gt;
This is a colossally bad idea.&lt;br /&gt;
&lt;br /&gt;
There&amp;#39;s no question that voters want the will of the people to be honored by the legislature. But it&amp;#39;s rank&amp;nbsp;hypocrisy to propose a poorly drafted measure during one election, recommend that the legislature&amp;nbsp;make amendments if needed, then bring a CONSTITUTIONAL AMENDMENT during the next election&amp;nbsp;cycle to prevent our elected officials from doing just that.&lt;br /&gt;

It&amp;rsquo;s the NextGen Business Builders program offered by the South Dakota Retailers Association.&lt;/p&gt;

&lt;p&gt;NextGen Business Builders is a 13-month program for individuals who have owned their business for five years or less. Through in-person and virtual sessions, participants will expand their knowledge in marketing, human resources, customer service, and other important skills, while networking with newer business owners from across the state.&lt;/p&gt;

&lt;p&gt;&amp;ldquo;We&amp;rsquo;ve found that entrepreneurs, especially those who are new to business ownership, are looking for two things - accessible professional development and connection with other early-stage owners,&amp;rdquo; said Nathan Sanderson, South Dakota Retailers Association Executive Director. &amp;ldquo;Our goal is to support strong business leaders who can confidently lead their enterprise for years to come.&amp;rdquo;&lt;/p&gt;

&lt;p&gt;Samantha Tupper, a Retailers board member from Brookings, says she&amp;rsquo;s excited for the launch of the program.&lt;/p&gt;

&lt;p&gt;&amp;ldquo;I wish this would have been available to me when I took over Wink&amp;rsquo;s Fine Jewelry seven years ago,&amp;rdquo; said Tupper. &amp;ldquo;I really do believe new business owners who participate will realize a lot of value from it.&amp;rdquo;&lt;/p&gt;

&lt;p&gt;Tupper, along with fellow Retailers board member Erin Krueger, owner of Freed&amp;rsquo;s Fine Furnishings in Rapid City, were instrumental in the development of NextGen Business Builders.&lt;/p&gt;

&lt;p&gt;&amp;ldquo;When I became a business owner I needed knowledge, connections, and confidence,&amp;rdquo; said Krueger. &amp;ldquo;This program is designed to hit all three of those marks.&amp;rdquo;&lt;/p&gt;

&lt;p&gt;The Task Force has one more meeting scheduled before the 2026 legislative session and has yet to endorse a plan or identify one that appears viable. Their stated goal is to offset $400 million of Owner-Occupied property taxes when they gavel out Oct. 22.&lt;/p&gt;

&lt;p&gt;However, finding $400 million in ongoing revenue is a steep challenge, and the initial proposals include&amp;nbsp;&lt;u&gt;MANY new tax increases on businesses&lt;/u&gt;. Just a few of the recommendations include:&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;Increasing the state&amp;rsquo;s share of video lottery proceeds from 50% to 60%&lt;br /&gt;
	(taking almost&amp;nbsp;&lt;b data-ogsc=""&gt;$34 million&lt;/b&gt;&amp;nbsp;from small businesses each year)&lt;br /&gt;
	&amp;nbsp;&lt;/li&gt;
	&lt;li&gt;Increasing taxes on alcohol, tobacco, and vaping products by 25% to 40%&lt;br /&gt;

&lt;p&gt;&lt;br /&gt;
The Retailers Association scholarship program provides financial help to students studying for a career in hospitality, business, or trades. Since the program was launched in 1992, the Association has awarded 285 scholarships, totaling more than $270,000.&lt;/p&gt;

&lt;p&gt;As a result of a legal settlement more than a decade ago, retailers in most states may add a surcharge to credit card transactions, if they meet certain requirements. These requirements are waived if it is a government agency or secondary education facility.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Here are the card brand rules you need to know before making a decision about implementing a surcharge.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;1. A retailer must notify the card issuing companies (Visa, MasterCard, Discover and American Express) and their merchant acquirer (processor) at least 30 days before the surcharge kicks in. Visa and MasterCard have online notification options:&lt;/p&gt;

&lt;p&gt;&amp;bull; Visa: &lt;a href="http://www.visa.com/merchantsurcharging"&gt;www.visa.com/merchantsurcharging&lt;/a&gt;&lt;br /&gt;
&amp;bull; Mastercard: &lt;a href="https://www.mastercard.us/en-us/business/ overview/support/merchant-surcharge-rules.html"&gt;https://www.mastercard.us/en-us/business/ overview/support/merchant-surcharge-rules.html&lt;/a&gt;&lt;br /&gt;
&lt;br /&gt;
2. The business must disclose their surcharge policy at the point of entry and at the point of sale before the transaction is completed. If you offer online payment options, the disclosure must appear on the first page that references credit card brands. The disclosure must:&lt;br /&gt;
&lt;br /&gt;
&amp;bull; Contain a statement that your business is imposing the surcharge &amp;bull; Include the amount of surcharge&lt;br /&gt;
&amp;bull; Contain a statement indicating the surcharge is not greater than the cost of acceptance&lt;br /&gt;
&lt;br /&gt;
3. The surcharge amount must be itemized separately and printed on every transaction receipt.&lt;br /&gt;
&lt;br /&gt;
4. A surcharge can&amp;rsquo;t exceed the merchant&amp;rsquo;s cost of acceptance for the credit card. Regardless of the merchant&amp;rsquo;s costs, any surcharge is capped at 3%.&lt;br /&gt;
&lt;br /&gt;
5. Surcharging can only apply to credit card transactions. Debit card and prepaid card transactions cannot be subject to a surcharge, even if the consumer chooses &amp;ldquo;credit&amp;rdquo; on the point of sale.&lt;br /&gt;
&lt;br /&gt;
6. If a business imposes a surcharge on one brand of card, they may be required to surcharge other brands on the same terms and conditions depending on each brand&amp;rsquo;s policies and restrictions.&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;Cash Discount&lt;/strong&gt;&lt;br /&gt;
Many merchant processors are offering cash discount programs but are not doing so in line with card brand rules. For a cash discount program to be compliant with card brand rules, the discount must be given at the time of purchase as a reduction from the standard price as displayed. Any program that increases the final bill for payment, if paying with a card, must follow the surcharge rules above.&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;Convenience Fees vs Surcharge&lt;/strong&gt;&lt;br /&gt;
Under agreements in place with credit card companies, a merchant is allowed to charge a convenience fee for the convenience of paying through an alternate channel (such as online). The convenience fee must be a flat fee, not a percentage, and must be clearly disclosed to the consumer.&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;Penalties for Non-compliance&lt;/strong&gt;&lt;br /&gt;
Credit card companies are clamping down on noncompliant businesses. If a card brand finds out &amp;ndash; through secret shoppers, customer complaints or other means - that you&amp;rsquo;re not following the rules, you can be assessed a per&#x2;incident financial penalty. The penalty jumps to $25,000 a month for failure to comply after notification. You could also potentially lose your ability to accept credit cards.&lt;/p&gt;
